I have and it was only my second time there. He gave me a cookie as well. It's a high class/mogger trait i think

Most waiters/bartenders in Romania, tend to be loud and also quite rude, they often shout at you, like:
"Wadda'ya want?"
"Can't you see I'm busy!!?"
"Where are you goin' boy, you forgot to pay!"
