you are severely overestimating the actual deviation in skull size. 10th percentile vs 90th percentile is a difference in skull circumference of 1.5 inches. this is barely even noticeable, especially when you factor in things like occiput size and brow ridge projection which greatly change the skull circumference, hair (which obscures the skull size), and perhaps other factors.
