I think voice is more important because it's used more often. Literally, if a chad has a female voice, no one will want it. But if you take a frame, you can calmly use padding to make it look bigger, pump up the shoulders, etc. With voice, you'll have to deal with it many times more, and it's not a given that cigarettes will make it much deeper.
