It's due to genetically high sensitivity to DHT. Yes, high testosterone levels can contribute to hair growth, but DHT plays a more direct role in the development of body and facial hair.

Niggas grow out their beards and body hair acting like they're such high T bulls, when in reality they're just genetically predisposed to be DHT sensitive. Meanwhile you have giga high T athletes and natural bodybuilders out here who can't grow simple beards and body hair... and on the other end, you'll see plenty of pathetic fat low T beer drinking TV watching NPCs with full thick beards. It would be utterly retarded to conclude that this type of man has higher T than a world class athlete who dedicates his life to training, proper nutrition, etc. but can't grow a beard/body hair. And this isn't like a "muh those are exceptions bro" type of thing. There are PLENTY of these fat bearded NPCs (at least here in the US), and there are plenty of hairless genetically gifted elite athletes around the world.

If anything, the guy who struggles to grow a beard and body hair, due to low DHT sensitivity, is in a good position, because this means that he may not actually experience balding on his head until much later in life, if at all. DHT sensitivity on the scalp is responsible for male pattern baldness.

The effect of DHT insensitivity (DHT being less able to bind to hair follicle androgen receptors) is the same effect as just having low DHT; less body hair and more scalp hair. So it's not always about sensitivity. A person can have low DHT due to low test (men with stunted puberty), high DHT and low test (pajeets), high DHT with high test (strongman types), and various levels of DHT recepter sensitivity etc. It's complicated and depends much on the amount of conversion from test to DHT in the body as it does on sensitivity to DHT.

DHT and testosterone generally have an inverse relationship, the same as estrogen and test. High DHT doesn't mean a person has high test, just very high levels of conversion to DHT. A bit like how a fat guy with high estrogen will typically have low test (estrogen is converted from test in men, like DHT). So in the case of the pajeet phenotype, such a person will have high overall DHT but lower test than normal due to above normal amount of 5-alpha reductase. DHT sensitivity in hair follicles around the body is another matter beyond this.
