idk if this still works but i use to find instagram pages which have 20-30k followers from posting repostable content (think funny cat videos or makeup videos) and if their growth and engagement was super good (meaning that the growth of the account was gonna skyrocket soon) i would dm them an offer that was low enough for me but high enough for them to accept (you have to hope that they don't see the potential the page has and just want to sell the account for quick easy money), i remember buying a 30k page for like 300$ and now its at 200k+ and i would get offers like 7000$ on the low end
