I was reading a story about this on Reddit but nobody knew exactly why this happened.

I asked Mum about it and she remembered it from about 20 years ago and followed the story back then, believing it was witchcraft-related practices performed by West African migrant groups who were coming into the UK in large numbers in the mid-late 90s.
