Heavy brow

My brow overlaps upper eyelid best shown in the second image in the third image I think this is what I may look like when I'm engaged. In photo's of myself I look absent minded. Is this a long term effect of depression? Low cognitive ability is likely since my brain is sick. What surgery is warranted?
I also know that I should comb and pluck my eyebrows.
Appearing unattractive is fine I can acquiesce but to look stupid I can't stand.
I am not comfortable with showing my entire face.
