I'm 5'9 with the ulna length of someone who would be 6'3-6'5 which is 32cm

Finger length itself doesn't determine much the only thing meaningful from it is the index-to-ring finger ratio which if low indicates you were likely exposed to high testosterone levels during gestation so maybe you'd be more likely to have better development but it doesn't guarantee anything.
