Wolffs law only applies mostly for density and thickness. For bone length stretching the bone with ankle weights etc will maybe yield a cm in a year.

At the end of the day, I don't know if they work, but if they do, they're a waste of time because you're not going to microfracture your way into a heightmogger. That would be a tremendously slow and inefficient method.
