What should I do? I’m looking for PFL fix but it’s all surgeries
I’m thinking to use hydrocortisone to make my nose smaller and rhinoplasty in the future , also what can I do to fix my lower third and chin recession ?

id suggest the obvious double jaw surgery , but also mandibular osteotomy and genioplasty (for chin).
as for your PFL, try and contact giantimplants
allegedly he’s going to turkey in may , you may be able to join his waiting list
or find another surgeon with no known botches
for lips , you’d benefit extremely well from lateral commissuroplasty , basically where they widen the lips
would make your facial harmony improve significantly , probably one of the cheaper options regarding hardmaxxing

Honestly with your face I don't think you have much hope for right now, like @Joe7566 said unless you are already 6ft+ there's really no reason in trying.

djs, genioplasty, rhinoplasty, Infraorbital rim implants, fat grafting and hop on Accutane

TRT will cause more acne
just grow stubble / a beard to hide some of your recession
