I bought mine for €650 4 years ago and it is still pretty good. You just have to build it yourself (which is EZ)

im from italy and my pc costed 800 euros and it can run everything with no problem so yes you can get a good pc with 800 euros

Go for a full red build imo, all amd.

Since you don't care about graphics, you can ignore Nvidia for their raytracing cards.

I don't live in EU so can't give you all the parts, but for 800€ which is ~$1000, you want to look at these parts:

Processor: Ryzen 5 7600X

Graphics card: AMD RX 7800 xt (sapphire, asrock are all solid, avoid gigabyte)

Ram: 32gb DDR5

Get atleast a 1tb SSD and install windows on that. Games should be on the SSD. HDDs should only be used for storage like movies, documents etc.
