Help with coloring advice

I have light skin with blond hair, light eyebrows and blue eyes.
Should I tan and make my hair lighter, eyebrows darker?
Or palemaxx and make everything else darker?

Yeah, that's basically what I'm planing to do but I'm not sure what to do with my hair as I have a weird shade of blonde (kinda in between light brown and dark blonde) and it doesn't really create any contrast with the rest of my face
