What is the best pill cutter?
I want to use to split a 5mg pill to 1 mg each

You won’t be getting 1mg, but you can split it into quarters of 1.25mg very easily with any pill cutter. Most tablets are already scored in half expecting you to split it in half. If you insist on exactly 1mg for whatever reason, you will have to crush the pill and weigh it using a solid nano scale.
