13 to 17 are obviously not children, they're teenagers, so if you're an adult I'd say it's fine to be attracted to them, as long as they're physically developed. The girl in your banner is already developed, but not all 15 year old girls are, even if they start puberty very early.

Well, puberty is different for everyone. From my personal experience, a lot of girls were decently developed at my school, but a lot still looked prepubescent.
