Was Hexum really a late bloomer or was his ascension caused by his possible steroid use

I know there are some people who are just late bloomers and ascend in their 20s, but LTN-MTN to an Adam contender?
I think it was possible it happened naturally but if it did it's a 1 in a billion or even more chance honestly
