Isn’t it the opposite? People in the past looked way older than today. Just look at any high school yearbook from a few decades ago

10-12 for girls, 12-14 boys. It should be boys 16 and girls 14 so 6 years of puberty is 14-20 for girls and 16-22 for boys.

"Developed" is pretty subjective.

Like beard growth doesnt really come in untill after 18, and bones increase in robustness after 18 aswell. Brain is fully developed by 27

When it comes to reproducive capability and height tho, 18 is usually when that stops.

22-25 is when you are fully developed as a boy. So you can still develop if your not that age.

Youre talking about ideal, not normal.

Ideal height is 6'2, but normal is 5'9.

Most boys voices drop at 13, but ideal is 16. Hitting puberty after 14 is literally considered late puberty

Normal is a subjective term.

Its not common for boys to hit puberty at 16.

I literally only know one person whose voice started dropping at age 16.

Its something outside of what you would expect, therefore its not *normal*.
