this is super autistic but technically if i wore a tight belt around my hips could it stunt there growth in the long run

Nah I don't think so
 
most variance in hip width in males comes from body-fat while growing up, just don't be fat,

so keeping a low body fat level will stop hips from getting wider and having a high body fat causes hips to get wider is that what your saying

yes, that's how it seems to work in men.
