Never learned much about either of them but I think Caesar.

Hitler has some good feats, he personally sent letters to Stalin explaining the buildup on the Soviet border, successfully convincing him that he was not planning to attack. In general the Soviet invasion was extremely bold and extremely successful, up until a point obviously. Its even possible Germany could've succeeded if he didn't have to bail out Mussolini in the Balkan Campaign. There are some failures as well in his planning, but he was one of the most powerful men ever in an extremely stressful position. Of course, he was a good statesman and very charismatic.

With someone like Caesar, he was commanding way less troops, but he was also travelling with his men and didn't have as much help strategically. He successfully conquered Gaul which remained a Roman province for centuries, won a civil war, and his talent selection allowed for his successor and former Generals (Octavian, Antony, and the other guy) to immediately acquire power, make the Senate submit to their power. Especially with Augustus, with limited former military experience, being named his successor, and setting up a new system of governance that extended the lifespan of the Roman State for a thousand years. Certainly Caesar was more impactful and way more successful in his endeavors.

In particular strategies or tactics, I wouldn't be able to compare them, but Caesar was certainly better at using allies and conflicts to his advantage. Hitler failed to fully utilize Eastern Europe against the Soviet Union.
