its both bone and fat. Chico has insane fat pads with avg- above avg bones so he has 0 uee. Same for dicaprio. A ton of caucausus men, georgians etc has shitty bone and full fat pad but they do look kinda bug eyed. Murphy has robust protruding supraorbital bones but somewhat less compact orbitals with very shitty fat pad, same is kinda true for cavill
