In normal conditions i would bet for the hood niggas because they would wage guerrilla warfare in a war of attrition, but their ideology is weak, their cause is (Like the army), their conviction is null and their hearts are divided so they wouldn't have the strength to mantain the war for a long time to change public opinion in their favour as the oppressed underdog with local support while taking all the losses and airstrikes.
