I've noticed PFL, Browridge and shape matters much more in motion than hooding or uee jfl.

if your hooding is not bone but mostly fat
it looks every chinky i noticed

No i dont think so
What make an eyes look chinky for me is not hooding (asians dont even have hooding) but epicanthic folds
The little layer of skin that cover the inner canthus of the eye

Hooding wheter fat or bones is Caucasian
Epicanthic fold is asian looking (but even some Caucasians can have it like Germanics, Celts and Amazighs/Berbers)
