Because its significantly easier for an indian with a western passport to get married than a currycel back home.

The high levels of rape and sexual assault is simply because of high population and a low rate of law enforcement to population, and there still very a conservative society where assault is frowned upon for women coming forward and for men being convicted of it.

So you have women not wanting to be open about it and men who would do anything to not be accused of it. Most of the statistics of India being a rape capital come from NGOs, the actual government rate is lower than some western countries
