How big should a good neck be? What are good neck - size goals?

Like how big should a good neck be? Obviously also depends on frame and height...but what are good goals?
Mines only 15 inches non flexed after training it for almost 2 months now

a good neck is a big neck. You are flattering yourself if you think its gonna bulge out
