Well, it's not a very precise value, I mean if we assign to each guy from a region a score between 1 to 100 based on their looks compared to the others, being in the top 90% means you are anywhere between 11 and 100, so you could be either ugly or very good looking, the only certainty is that you avoided the bottom of the barrel level - between 1 and 10....
However, most girls will go for the guys in the 80-100 area(the top 20th percentile), anything below that, and you're ugly to them.
