does the surgeon move fat to the upper eyelid and under eyelid too to make the eyes appear smaller and less round?

No I think you add fat to cheekbones to have more infraorbital volume and thus more under yes support

Over the check bones will give even more hollow cheek

Add fat where it shows in the pic it’s like lateral growth of zygos which will pull ur some more making hollow cheeks even more hollow
