They're already dark. He only needs to groom, as you mentioned. His entire super-orbital complex is recessed, but, we don't know his age. He might have time to develop fully into his facial structure, however, based on the image provided, it's unlikely that will fix UEE.

With minor UEE this is possible, but with 3-4mm as shown in the image, I doubt curling lashes would be sufficient. It would help, but he would most likely need infraorbital implants, because his entire infraorbital region appears to be recessed. This is why he has weak soft-tissue support.
