How can i fix my small and narrow lips?

I have horrific mouth to nose ratio is around 1,3:1. Is there any way i can fix my fucking lips with or without surgery?

I have seen this thread about some device that can strech your lips and making them wider. Though i think its cope i dont know if i should buy it and give it a try.

I want to by volufiline and apply it on my lips under the eye and on the chin couse i am recessed a bit. Do you think it could work?
