How can i fix these red dots (Are they acne or not?) and why (and how can i fix/change) the darkness/darker brown around my mouth area -contrasts skin

Just wondering why tf my mouth area is a darker tone to rest of the skin, makes 0 sense to my retard brain
and do i need accutane for red spots ??
(For reference, pic 1 (towel on my head, side profile ish the left circle is highlighting the "dots" - they are less noticable now when i hop outta the shower or maybe its just my shit camera again. And face forward (fully rested face) is just to show the brown area around mouth
