on a real note though devolping capped delts is your greatest bet. For me I run a upper/lower split, where on the first upper day I do 2 sets of lateral raises. On the second Upper day I start off the session with 2 sets of a shoulder press in the frontal plane then one set of a lateral raise. Studies show 4-6 sets grows just as much as 10-20 sets so don't waste the fatigue spamming lateral raises like tiktok will tell you lol. As well training your lats can be underrated as it gives your physique a v shaped appearance and makes your shoulders look more impressive.
All sets should be done within 0 to 1 rep of failure.
I'm having a hard time reasoning with your question but no you wouldn't. Your bidelt would grow bigger even when your completely relaxed. You don't have to constantly flex your lats/shoulders.
