How can i get i get more fat in upper eyelid ?

I have a complete lack of fat in this area. I don't want get implant cause too expansive (10 000) but i don't want simple filler than will last only 6 months.

I've been finishing my showers with cold water for about 1-2 minutes, feels great on the skin and you really feel the body "warming up" fast after you get used to it, and the feeling lasts most of the day.
My hooding is somewhat decent so nothing to report there, though.
