You could at least shave your facial hair, sides of your neck, front of your ears. Like jesus christ dude, you looks so unkempt it hasn't even begun

Dude is right that you should shave your face, it looks unkempt. The next thing you can do is use some sort of skin cream to make your skin more vibrant. Other than that you'll have to look for cosmetic procedures to really improve.
