If we talk in science terms, it does have some effect via indirect growth since Ricinoleic acid may activate PGE2
But shi is not proven yet and is only theory

Your jaw needs more care than your eyes rn, because I see your narrow jaw even with those doodles. For eyes though, you need to work on the eyelashes and you're good to go. You could also work on colouring and contrast

Yes, but minoxidil is a better solution for eyebrow growth. For eyelashes use castor oil.
