how can i improve my shitty eye area

What should I implement into my life to improve my eye area? I want to start minox but I have 0 knowledge on it whatsoever, and i mainly want to do it for my eye area for things like my lashes and eyebrows. I have been planning to dye my eyebrows due to me having a brown and blonde body hair it just completely fucking cooks my eye area. I also have terrible eyebags and Im not too sure if my infras are just recessed or because i struggle with sleep. I also have very long lashes but they are blonde/brown so in certain lightings they dont look nearly as long as they are/ or i want them to.
