Well go to a dermatologist and ask for a routine then either get a fresh cut or let it grow
Also if you want to fix your eyebags you have recessed infra orbitals so ask your dermatologist if you also have pigmentation problems. You might be able to change the color

@iblamemyhabits imo ur hair is kinda carrying, definitely not the main failo. jawline is midtier, could be sharper but it's not recessed. ur eyes look a bit deep set which is fine imo. maybe focus on jaw definition and getting some clearer skin if u want to elevate.
