I was in school while in the city, so it wasn't too bad. If you aren't in school, you can use meetup to search for hobbies you enjoy and groups to do it with. I made some good friends doing this. Finally if you are NT enough and at least a MTN, hanging out at a bar and just starting conversations with people is low effort

Like go to the gym or try a sport in the area and just keep talking to people.
