Back in the 60s-70s-80s for example the Italians managed to be pretty successful on the International movie market by copying Hollywood - they made westerns, horrors, thrillers, comedies, exploitation movies, whatever was popular then, the movies were in English, with B-list American actors for the main parts. Hong-Kong also did pretty good in that period with their kung-fu movies who were popular worldwide.
