how can maxilla be recessed but mandible be forward grown?

im white, with Romanian German Irish ancestry and my maxilla is flat asf, but my lower jaw is actually decent and not recessed. I had bad allergies as a kid and mouth breathed off and on until I was 6 and got nasal surgery. Is this the reason? It’s not a major flaw or anything but it’s definitely a looksmin and I don’t think it’s fixable without surgery
