I read that the low T and High Estrogen actually converts to more DHT. So you're essentially low T, balding, and hairy

Doesn't make sense why the dork in OP looks so high E yet is so high in DHT and balding. In theory shouldn't he have thick hair

I think its all genetics. Most middle eastern guys are hairy as fuck and it doesn't matter what their t levels are. This guy is not middle eastern but prob genetically prone to hair growth.
