In poor and corrupt countries a government job is ideal, since private companies are severely limited in what they can do and offer low pay, if you're in a position of power you can squeeze bribes out of people, get favors, do whatever you want, etc.

Being a police officer here is not that hard of a job, is incredibly stable meaning unless you do some weird shit you'll never be retired and can work your entire life if you want and they pay pretty damn good

You aren't really a "puppet", you are basically the government, back in the communist era here in Romania, cops had almost unlimited powers, they could go and beat the shit out of anyone if they wanted (as long as that person wasn't someone more important or powerful than them), they could stop random people on the street and take their money or whatever stuff they had on them, if they couldn't legally justify how they got that money or stuff, go into bars, restaurants, stores, etc. eat and drink for free or take whatever they wanted from there, without paying, etc. - who exactly was gonna stop them?

The govt is made of people too and those people seek power. Even a cop has some power over others and is a part of "the system", that makes him feel safe and powerful.
