You need to understand when something exits outside of time meaning they are essentially infinite, they have no beginning nor end. Something that is infinite was always there and never created unlike our 13.8 billion year old universe. I don't know which God you believe in, but the Christian God, in our framework, respects our free will, He does know everything to come, but He doesn't "plan" evil or sin.
