depends on what the cause of the redness is, could be blood vessels or other thing u gotta figure it out then we can help.
your face is prob not puffy u r probably fat or just bloated or even be boneless

sounds like dermatitis jsut not enough info if it comes and goes its dermatitis if it stays persistent its rosacea azelaic works for rosacea but will make dermatitis worse as it relies heavily on skin barrier
