I agree that he pouts his mouth but the even then the distance between his nose and eyes horizontally is so big

If he had less rotation of the maxilla and a taller face his ramus would of probably grew in height to compensate

his head is tilted upwards in that photo, his jaw doesn't actually protrude past his forehead.

if your ramus is short you kind of have to be downgrown, else your face won't have space to develop properly, it's a trade-off between having a worse side profile but a good front profile, and front is ultimately more important.
