How different are lightskinned kids treated in black neighborhoods?

Lets say there is a black neighborhood, meaning 99% of the population is black.
Surely, if a guy is lightskinned, he will be treated way differently, positively in some aspects and negatively in some aspects.

Yes but with a variance though, more developed females or females with higher estrogen tend to prefer darker men within the variance levels. Its true for all races.
Like a white girl would prefer a "Darker" white guy than a pale white guy.
