How do calories effect muscle gain?

so to build muscle you need carbs before your workout to fuel it then protein, so if ur hitting 300g carbs before ur workout and then 0.7g protein per lb of body weight why couldn't u build the same amount of muscle in a major deficit as in a surplus?

Just not enough energy in a deficit that's all

so u do 1200 calories before a workout thats gonna be like 600 calories?
 
eat above bmr then eat enough for the workout then eat a lil more after the workout and thats all
