How do I clear up skin and grow out hair? (I’m 16)

Any ideas on the correct way to grow out hair? I recently shaved it all off in a fundraising event, and I’m wondering how I should go about growing it out.

I’ve also been looking into accutane for my skin, however my parents aren’t willing to let me use something like that. What are some basic skincare tips I can implement?

(I currently use Sukin facial foaming cleanser, Lion Pair pimple cream and Sukin facial moisturiser, and occasionally apply cerave resurfacing retinol)

I feel like my acne is very stubborn, it takes weeks for new pimples to actually clear my face, but I’ve started using 2.5% benzac gel, which is helping to smooth out the large bumps my acne leaves behind.
