How do i fight against alcoholic bums?

I live in the centre of a big city, actually a good location. But subhuman alcoholic bums have chosen a place next to my apartment to meet and get drunk every day. Noise, garbage etc. are consequences. The authorities don't do anything, they have forbidden the consumption of alcohol in this area, but that doesn't interest these people. I thought about buying butyric acid and pouring it on their regular place - it stinks unbearable. Other usefull ideas?
