Canthoplasty/Canthopexy for the NCT
For the bad under eyes idk, some people just use under eye filler. Some people get orbital floor implants

If you curl your lashes & use clear mascara (it's just gel basically) it can make your eyes look a lot more awake and a bit less droopy. Especially if you grow your lashes longer, when the tail of your lashes is curled upward it can make your canthal tilt look better, thats part of why so many women wear winged eyeliner, it creates illusion of positive canthal tilt & longer PFL
For under eyes, perhaps those under eye creams can do some marginal improvement. If you're fine with wearing minimal makeup try some under eye concealer
