How do I fix my eyelids and under-eyes?

This specific part of my eyelids been looking hollow since summer and my growth spurt. My under-eyes been looking hollow too. I’ve gained a better jaw and cheekbones with my growth spurt but my eyes got nerfed. It also happened last summer. I’m perfectly hydrated. I also live in a very humid and warm/hot country.
1. Could my allergies be the culprit? (Already on medications)
2.Is there any way to fix it?

Blue: Prominent bones.
Red: hollowness.
