Tbh gymcelling might be the way to go. I used to have big hips and narrow clavicles when i was younger, but i started working out and combined with puberty my clavicles grew, my ribcagr expanded and developped and now my hips are in proportion to the rest of the body. From the pic it also seems you have an underdeveloped ribcage so you should go to the gym.
