There are things that you can really change without surgery like your recessed mandible.
Its also not wide but you can fix it a bit with hard chewing, dont expect too much tho. Good zygos but the rest isnt good

honestly depends imo you could go for bimax (You said you do not have the money for bimax) so either save up or get implants the choice is really urs
